The assumption is the individuals who have joined the safelist and agreed to receive your emails (as well as emails from everyone else on the safelist) will open your emails and make a purchase. TheMadVlad.com offers an introductory safelist advertising program for free as well as upgraded, paid accounts where you can buy additional advertising to optimize your email campaign results.
I have never used a safelist nor do I know anyone who has, but TheMadVlad.com includes a long list of positive testimonials on their website. It sounds like an interesting option.
