
Starting a small business can be challenging, but it turns out that some states are much friendlier to entrepreneurs than others. An annual report from the Small Business and Entrepreneurship Council rates the 50 states based on 29 criteria to determine which are best and which are worst for starting a small business.![]()
Interestingly, the 25 states in the top half of the SBE Council's report this year experienced twice the population growth of the states in the bottom half, and the rate of job creation was 70% higher in those top 25 states as well versus the bottom half.
The top 10 states for small businesses are:

- Nevada
- Wyoming
- Washington
- Florida
- Michigan
- Texas
- South Carolina
- Virgina
- Alabama
The 10 states ranked worst for small businesses are:
- Washington D.C.
- New Jersey
- California
- Rhode Island
- Maine
- New York
- Minnesota
- Massachusetts
- Vermont
- Hawaii
